Heat Pump Subsidies: COP and Seasonal Performance Factor in Focus
The German Federal Office for Economy and Export Control (BAFA) has revised its eligibility criteria for heat pumps. The efficiency of the heat pump becomes more important than ever. Up to now, the seasonal performance factor was the decisive parameter, from 2012 on the coefficient of performance (COP) will be taken into account, too.
The COP of a heat pump is determined under standardized laboratory conditions and expresses the ratio of generated heat output to energy input. An air-water heat pump must now reach at least a COP of 3.1 (for A2/W35 = air temperature 2 ° C, 35 ° C flow temperature), a brine-water heat pump at least reach a COP of 4.3 to to be eligible according to Bafa-standards. With this performance, the minimum requirements of the European Ecolabel flower are met.

One-millionth connected photovoltaic system in Germany
Recently, the 1,000,000th photovoltaic plant in Germany has been connected to the electricity grid, said the German Federal Solar Industry Association (BSW-Solar). The launch of the expansion of photovoltaics in the Federal Republic fell in 1990 with the 1000-roofs-program. Klaus Töpfer, former German federal environment minister and now head of an institute for sustainability research in Potsdam, Germany, stressed the significant potential of photovoltaics to meet the requirements of a growing global demand for energy needs.
The president of the Solar Industry Federation, Günther Cramer, stressed the enormous technical progress photovoltaic technology has already made. According to the Federation, in 2011 a total of another 5 gigawatts of photovoltaic power can be installed in Germany so that a total of 22 gigawatts of capacity will be installed. Heat Pump Market Study
The German Heat Pump Association (BWP) presented its latest study on the German heat pump market on September 27 in Nuremberg. It outlines the market development along two scenarios. Under optimal political conditions heat pump sales will grow up to more than 300,000 units per year until 2030. If circumstances do not improve, the outlined sales figures show only 115,000 sold heat pumps per year.
Due to the use of green energy from soil, water or air a heat pump reduces the annual energy consumption by 13,000 kWh averagely. This equals a greenhouse gas emission of almost two tons CO2-equivalent per year.
Since the scenarios of the study are based on different political conditions, the authors state that the policy within the next years strongly influences how far heat pumps can exploit their potential for the economy, environment and climate protection.

Heat Pump Sales Boom

The latest German sales review of the first seven months 2011 for heat generating systems show a sales plus of four percent. Heat pumps achieved the largest increase with a growth of 12 percent to 31,000 systems in total. They are followed by gas condensing boilers, their sales grew by more than 10 percent (176,000 in total).
Oil condensing boilers suffer from a slump by eight percent. Sales of solar thermal products slightly decreased by one percent, according to the review of the German industry association BDH. However, the German Association of Solar Economy states that sales increased in July and August remarkably. The improved German Market Incentive contributes to the upward trend of solar sales.

German Solar Heating Subsidies Reduced
Fast yet secure state funding! State support for solar heating systems dates back from 2012. Applicants who submit their applications prior to 12/30/2011, still have a chance for support of up to 25% of the cost. After a funding commitment made by the BAFA, one has a few months to build the system. After 12/30/2011, the funding is only 90 € per square meter of collector area. Currently, the funding is between 120 to 180 euros. Heat Supply Contracting and Rent Law
The German Federal Ministry of Justice (BMJ) plans changes in the rent law. The recent draft contains a new paragraph for changing the share of the heat supply costs. This means, a lessor can sign a contracting treaty for a new heating that supplies his tenants with heat. Now, the approval of the tenants is not necessary anymore, if the costs of the heat supply do not increase with the alternation and energy consumption is traceably reduced. Bafa Subsidies for Panasonic Aquarea Heat Pumps
Panasonic Aquarea heat pumps are now listed at the Bafa (the German Federal Office of Economic and Export Control) as eligible for subsidies. This list contains heat pumps with a certificate for their COP, which is a precondition for their eligibility. For the time being, among the listed heat pumps are a number of models from the Aquarea LT series. Thus, basic and bonus subsidies can be applied for at the Bafa. Presumably in September the other models from the Aquarea LT series plus the models from the Aquarea T-CAP heat pump are added to the Bafa list. Cooling with a Heat Pump
A heat pump does not only supply cosy warmth and a pleasant indoor climate in winter times. In summer, when the sun heats buildings up, a heat pump can contribute to comfortable room temperatures, too. Hereby, the heating circuit of a heating is turned to a cooling circuit. Via the heat exchanger of the heat pump the warmth of the building is emitted to the environment. With air heat pumps one speaks of active cooling, because the heat pump needs to be in operation to transfer the warmth from the building to the outside. Water or soil heat pumps can cool passively, the heat exchanger emits the energy to the ground water or the soil without running the compressor.
Older heat pumps can often be easily modified for cooling purposes. A modern heat pump, i.e. from Goodwell or Panasonic, is equipped with a cooling function at the outset, depending on the model. Sales Ban for Power Guzzling Circulation Pumps
From 1 January 2013 an EU regulation rules new energy efficiency guidelines for circulation pumps in heating and air-conditioning systems. Actually, the new requirements are only met by high-efficiency pumps with EC-motor technology. Thus, outdated and inefficient circulation pumps must not be sold anymore. Especially common wet rotor pumps are concerned. The crucial aspect for selling pumps in future is the particular energy efficiency index (EEI) of each model.
By these means EU-wide energy savings of 23 terawatt hours of electricity, which is the output of 6 middle-sized coal power plants, are to be achieved. From 1 August 2015 the regulation will be tightened again. Then, the sale of integrated pumps i.e. in a recently mounted heat pump or solar system will be banned, too.
Modern electronically controlled circulation pumps manage to save up to 90% energy compared to conventional models. Thus, it may be worth to calculate whether replacing already installed circulation pumps is more economic than keep on running them. Smart Metering Soon Statuary by German Law
The German Government plans rules for implementing smart metering into the Energy Industry Law (EnWG). This was announced by a press release of the German governing coalition. The mandatory implementation of smart metering systems should enable consumers to reduce energy consumption and participate in smart grids.

Competition at German Heat Pump Association (BWP e.V.)
At the start of its campaign “Zeichen setzen – Wärme pumpen” (Set a Sign – Pump Heat) the German Heat Pump Association searches for three owners of heat pumps or interested people who plan to install a heat pump. Chimney-Sweeping Association: Many Heatings Ready for the Scrap Heap

According to the latest inquiry of the German Chimney-Sweeping Association a large number of antiquated gas or oil burning heatings are still running. About 400,000 (5.6%) of Germany’s 8 million gas heatings are older than 27 years, ca. 143,000 (2.1%) even older than 31 years. The situation with the 5.9 million oil burning heatings is even worse: about 600,000 (10.1%) of them are older than 27 years and another 300,000 (5.8%) run for more than 31 years (you can find the publication in German language here).
These antiquated heatings consume considerably more fuel than more advanced systems and the maintenance costs increase as well. Even more economic than recent fossil burning heatings modern heat pumps temper your home with free ambient heat from air, water or soil. Guideline for Heat Contracting
The German Energy Agency (dena) publishes a new guideline for heat contracting. It was released on the background of changes in the German Renewable Energies Heat Act (EEWärmeG) legal since May 2011. According to the act, public buildings have to cover at least 15% of their heating demand by renewable energies from 2012 on. This means especially for municipalities to modernize their heating systems on their own expenses.

Panasonic Engages Adunos GmbH to Create Online-Heat Pump Portal
Panasonic has assigned the Berlin-based Adunos GmbH to realize a new online heat pump project. Thereby, private homes are equipped with Panasonic Aquarea heat pumps and Adunos smart metering technology. Adunos will create a website that shows the metering data and energy consumption flows of the buildings in real-time.
The aim is to demonstrate the outstanding performance of modern Panasonic heat pumps in daily operation out of laboratory conditions and show the potential of smart metering solutions at home at the same time. By applying the Aquarea heat pump with inverter technology Panasonic follows its “eco ideas” approach and fundamentally contributes to raise energy efficiency. Based on this, the smart meters i.e. for heat consumption, electricity and water transmit the data via radio to a server, where they are processed and displayed at an especially developed website. Thus, the consumption data can be viewed online at any time, statistically and graphically evaluated and are anonymously visible for everybody.

Panasonic Aims at Green Leadership in Electronics Industries
Panasonic positions themselves as future system provider for professional heating and cooling and aims at the green leadership in the electronic industries. By 2018, the year of the 100th anniversary of the company, Panasonic expects to reach their goal. At a press conference on April 14th in Wiesbaden, Germany, the company stresses its aims with the introduction of the new additional logo “eco ideas”.
After the successful acquisition of Sanyo Panasonic now focuses in the field of heat pump business on their inverter driven air-to-water heat pump “Aquarea”. This system, introduced only a few months ago, will be available in 50 model options by the end of 2011. The highly efficient inverter technology covers a power range from heat pumps for private homes to large plants.

Nibe Acquires the Zurich Schulthess-Group
The Swedish company Nibe plans to take over the Zurich Schulthess-Group. Thus, Nibe wants to profit from the continuing trend to renewable energies and expand its heat pump business. Up to now, Nibe was mainly active in the Swedish and Polish markets; now, they aim at opening the markets in Germany, Austria and Switzerland.
Nibe’s bid for the takeover is 638 m Swiss francs. The company has already acquired about a third of the Schulthess shares, for the other shares Nibe offers share purchases and own stocks. The new, enlarged Nibe-Group expects an annual turnover of approximately 1 bn Swiss francs. By their own account all production locations are to be kept. The Schulthess-Group will remain an independent unit within the business field Nibe Energy Systems.

(BWP) has released a new information brochure “Heating with a heat pump – climate-friendly, future-proof, low-maintenance” (“Heizen mit Wärmepumpe – klimafreundlich, zukunftssicher, wartungsarm”). The brochure in German language contains numerous information about function, advantages, efficiency and funding opportunities of heat pumps. Yesterday, the first information event on heat pumps and smart metering took place in our newly refurbished training rooms. Sales representatives, installers and energy consultants heard numerous lectures on heat pumps, smart meters and energy services. Among the topics were i.e. efficient air-conditioning, the German Energy Conservation Regulation (ENEV) and innovative energy services based on latest smart metering technology. German Federal Environment Ministry Enhances Market Incentive Program
The funding conditions of the German Federal Environment Ministry will be redesigned and extended. The Parliamentary State Secretary Ursula Heinen-Esser has stated this in her opening speech at the International Trade Fair for Sanitary and Heating in Frankfurt/Main, Germany. Substantial efforts are necessary to meet the climate targets of the State. She expects additional impulses from the EU Eco-design Directive for heating boilers, water heaters and air-conditioning devices in living areas. The new German directives come into effect today.
Thus, i.e. heat pumps are now supported according on heat output and not living space anymore. The requirements for the annual coefficient of performance have also been lowered. Furthermore, large heat pumps can now benefit from Kfw promotion. The bonus for combining solar systems with heat pumps has been raised, too.

Scientific project on smart metering technology

The project RESIDENS (Efficient Energy Use by System-Based Integration of Private Users) analyses, how customers may deliberately opt for green energy by means of smart meters.

In London’s “One New Change” Shopping Centre Europe’s largest geothermal heat pump recently started operation. Energy & Climate Change Minister Greg Barker unveiled the system, which will heat and air-condition the shopping centre in the heart of the City.
By the 60 km long pipework geothermal energy is used for heating, whereas the warmth in summer will be transferred back to the ground. The owners expect a cut in CO2 emission by 10 % and savings on energy bills of £300,000 per year.

Sales Figures of Air-to-Water Heat Pumps Outnumber Geothermal Heaters
In 2010, for the first time more air-to-water heat pumps than heat pumps using geothermal energy were sold in Germany. Though absolute sales figures slightly decreased compared to the previous year, the market consolidated despite difficult external conditions.
Factors responsible for the tense market conditions were the weak economy, low prices for gas and oil and the variable promotional policy of the German government. “The stop-and-go within the market incentive program has lastingly troubled the market.” states Karl-Heinz Stawiarski, Managing Director of Germanys trade association for heat pumps (BWP).
Contrasting the trend, air-system sales figures grew 9% compared to the previous year level. Aspects in their favour are on the one hand the more attractive initial costs, on the other hand its often complex authorization practice led to decreases in sales of geothermal systems.
More and more house builders rely on heat pumps
More and more house builders rely on environmentally friendly heat pump technology for heat generation. According to a survey of the IWU on Germany’s building stock, already every fifth newly built house is equipped with a heat pump from manufacturers like Nibe, Panasonic or others. About 21.5 % of the new buildings (from 2005 on) benefit from this way of heat generation, whereat about 90 % of these unit use electricity as operating power and about 10 % use gas. In buildings erected before 2005 only 2 % employ heat pump technology for heat generation.

Brandenburg on top in Germany’s federal state comparison
According to a survey of the Deutsches Institut für Wirtschaftsforschung DIW Berlin in cooperation with the ZSW Stuttgart published in November 2010, Brandenburg is in the lead in the expansion of green energy. For the survey, commissioned by the Agentur für Erneuerbare Energien, professional associations and the populations was questioned i.e. about the regional policy for various energy sources or restraints in the expansion of renewable energies. In the fields of contentment with the regional policy for renewable energies and the removing of restraints in general Brandenburg is on top.
In relation to geothermal energy / heat pumps these restraints are i.e. limits for the drilling depth or complex requirements for drilling. The regional policy of North Rhine-Westphalia is considered best in the field of geothermal energies / heat pumps, whereas Brandenburg and Berlin polled worst. However, in the rising number of state-aided heat pumps Brandenburg again is far ahead with about 15 new heat pumps per square kilometer annually. Due to numerous relevant indicators for the total evaluation Brandenburg performed best among all German federal states in 2010 and is, like in the previous survey from 2008, the most successful region in expanding renewable energies.
